I think, that's a very interesting and important aspect you highlighted. Although there is a lively discussion in philosophy and related areas on international justice etc I don't know either a convincing programme that could resolve the problem you outlined. Since you sketched the dilemma with lucidity I'm sure you already meditated on possible ways how to deal with. If so, I'd be very interested in knowing more about your ideas.
